Efectos del sector público sobre el empleo privado en un modelo de dos sectores

Abstract: In Chile, the wage gap per hour between public and private sector is around 35 %, in favor of the first for different levels of income. The labour conditions in the public sector differs with the private one, where the first one offers more security, which is reinforced by a resolution of the Supreme Court of Chile, doing more rigid this sector because it makes layoffs easier. This work analize and quantify, expanding the search model of Pissarides (1985), the effects of the wage gap and turnover rate of the public sector over the private employment and unemployment. The first one rise the value of being unemployed, while the second one decreases the labor turnover cost of the private sector. We conclude that the wage gap of 32.3% in favor of the publci sector reduce the private employment in 1.11 percentual points, while a decrease of 50% of the turnover in the public sector, inspired in the resolution of the Supreme Court of Chile, increases the private employment by 0.18 percentual points. On the other hand, a bigger proportion of the public sector reduce the unemployment. By last, a bigger participation rate of the public sector decreases the effect of the wage gap due to a little porportion of workers negotiate in the private sector, and rise the effect of the labor turnover, because there is more likely to enter the public sector.
